How to teach environmental concepts in English to students whose English level is fairly low (1000~2000 vocabulary)?
Create a curriculum of vocabulary related to the environment and environment protection that is suitable for very beginners.

This part of the curriculum does not need to include the negative aspects and the more difficult stuff related to pollution and environmental abuse. We can simply start by showing nature as its best, what it needs and how it functions.
Actually, many, many books (not free/libre) already exist about animals, etc.
